2024 NORTHBROOK DAYS RAFFLE
OFFICIAL RULES
The 2024 Northbrook Days Raffle (“Raffle”) is being conducted by the Northbrook Civic Foundation (“NCF”), a not-for-profit charitable organization. The Raffle is being conducted pursuant to the Illinois Raffles and Poker Runs Act, 230 ILCS 15/0.01 et seq. to raise funds for ongoing charitable purposes. These Official Rules (the “Official Rules”) govern the Raffle. NCF shall be responsible for interpreting and applying the Official Rules. NCF’s interpretation and application of these Official Rules shall be final. By purchasing a ticket in this Raffle, you agree to be bound by these Official Rules and NCF’s interpretation of such Official Rules
Eligibility: Individuals who are 18 years of age or older may purchase a ticket to the Raffle. All others are ineligible and will be disqualified. The Chairpersons of the Northbrook Days Festival, the Chairpersons of the Grand Prize Committee as well as any ticket committee members who are primarily responsible for the management, handling and storage of the tickets prior to the drawing, along with their children and any other household members are ineligible to win the Grand Prize, this does not apply to ticket writers or sellers. A list of ineligible Civic members will be maintained and made available by the Northbrook Civic Foundation prior to the drawing. All federal, state, and local laws and regulations apply. The Raffle is void where prohibited by law. Ticket Price: $10 Per ticket
How to Enter: Tickets will be sold beginning June 1, 2024 through August 4, 2024 (the “Entry Period”). No Tickets will be sold after expiration of the Entry Period. All orders for Tickets will be accepted in, and all Tickets will be issued and sold in Northbrook, Illinois.
To purchase a Ticket, during the Entry Period:
- By the Internet. Visit NorthbrookDays.com and click on “Buy Now.” Follow the instructions to complete and submit the order form. Online sales limited to Illinois residents only.
- In Person. At the Northbrook Days Festival Grand Prize booth. Schedule and location information is available at northbrookdays.com
- In Person. By attending any of the following events (each an “Event”) and purchasing a Ticket from an NCF representative at the Event:

Tickets may be purchased by check, cash or credit card. NCF reserves the right to reject any entry form that is submitted without proper payment or payment that does not constitute “good funds.”
Only one (1) eligible person may be entered in the Raffle per Ticket sold (such person is the “Ticketholder”). Tickets are not transferrable. If the name of more than one (1) person is provided on a Ticket entry form and that Ticket is selected as a winning ticket, then the person named first will be deemed the Ticketholder of that Ticket and declared the winner. The division of any prize among a group of persons purchasing a Ticket in common shall be to the sole responsibility of the Ticketholder should that Ticket be selected as a winner. NCF is not responsible for resolving any disputes that may arise from different individuals listed on a winning Ticket.
There is no limit on the number of Tickets that may be sold or the number of Tickets that an individual may purchase.
Any defective or physically altered entry form, or entry form received and accepted by NCF without proper or sufficient payment, will be immediately disqualified by NCF. Neither NCF nor its directors, officers, employees, agents or other representatives assumes any responsibility or liability for lost, late, misdirected, mutilated, incomplete, illegible or undelivered entries, or any other failure to receive entries.
Prize Drawings: Prize drawings (each a “Drawing”) will be conducted by a representative of NCF in full public view. All Drawings will be conducted at Northbrook Days Festival. Entrants need not be present to a Drawing to win. Winners will be selected at random from all Tickets validly sold during the Entry Period and prior to the entry dates and times for each Drawing (as described below).
Grand Prize Drawing. The Grand Prize Drawing will be held on August 4, 2024 at or about 8 p.m. Central Time. To be eligible for this Drawing, the Ticket purchase must be received and accepted by NCF prior to the drawing.
Tickets entered and accepted into a particular Drawing, including any winning Ticket in a Drawing, also will be included in any subsequently occurring Drawing including the Grand Prize Drawing.
All orders for Tickets must be received and accepted by NCF by the indicated deadline for a particular Drawing in order to be eligible to participate in such Drawing. NCF assumes no responsibility for lost, late, misdirected or non-delivered ticket orders, or any other failure to receive orders prior to the Drawing deadlines.
Prizes: Subject to availability and the terms and conditions of these Official Rules, prizes will be distributed across the Drawings before the opening of the festival. Additional prizes may be added between the opening of ticket sales and the first Drawing.
All non-cash prizes may not be exactly as described, are based on manufacturer availability and may be substituted with a prize of similar value. All prizes are awarded “AS-IS.” NCF makes no representations or warranties of any kind, express or implied, including, without limitation, any implied warranty of merchantability or fit for a particular purpose with respect to any prize.
Notification of Winners: Raffle winners will be notified by phone or mail according to the contact information provided to NCF on the entry form for the Ticket purchase. If a winner has an option to select a prize from among two or more prizes, the winner shall notify NCF of its prize selection within 15 days of being notified by NCF that such person was a winner. If a winner does not select a prize within such 15-day period, NCF shall, in its discretion, select the prize to award to the winner as full satisfaction of the applicable prize.
In order to collect any prize, a winner is required to deliver to NCF: (a) such written information as is required by any applicable tax laws, including, without limitation, his/her Social Security Number; and (b) proof of identity in forms satisfactory to the NCF showing that the person claiming the prize is the same person who is named on the winning Ticket. Winners of prizes of $600 or more may be required to submit a W-2G, Form 5754 or similar tax form (provided by NCF) for tax withholding purposes. A list of winners of each Drawing will be posted on the Northbrook Days website (www.NorthbrookDays.com) within one week of the applicable Drawing. A copy of the winners’ list and of these Official Rules may be obtained by sending a self-addressed, stamped envelope to: Northbrook Civic Foundation, P.O. Box 232, Northbrook, IL 60065-0232. Requests must be received within 30 days of the close of the Raffle.
Winning Odds: The odds of winning a prize in a Drawing depend upon the number of Tickets sold during the Entry Period and prior to the entry date specified for the particular Drawing.
Non-Deductibility of Ticket: The IRS has taken the position that amounts paid for chances in raffles, lotteries or similar drawings for valuable prizes are not gifts, and consequently, the purchase of a Ticket does not qualify as a deductible charitable contribution.
Taxes: There may be federal, state and/or local tax consequences of winning a prize any Drawing. Any and all taxes are the sole responsibility of the winner. Each purchaser of a Ticket is advised to consult his or her own tax advisors with respect to tax liabilities that may arise from winning a prize. Winners of prizes of $600 or more may be required to submit a W-2G, Form 5754 or similar tax form (provided by NCF) for tax withholding purposes. All appropriate and required federal and state taxes will be withheld by NCF in accordance with federal and state law, and NCF will remit the balance of the cash prizes to the winners.
Terms and Conditions: The Raffle is subject to these Official Rules. These Official Rules cannot be changed by any oral statement made by any employee, consultant or agent acting on behalf of NCF. By entering the Raffle, entrants accept and agree: (1) to be bound by these Official Rules and the decisions of NCF which shall be final and binding; (2) waive any right to claim ambiguity in the Raffle or these Official Rules; and (3) that to the extent permitted by law, NCF may use the entrant’s name, photograph, likeness, statements, biographical information, voice and city and state address for promotional or advertising purposes in connection with the Raffle on a worldwide basis and in all forms of media, now or hereafter known, in perpetuity, without review, permission or further compensation, except where prohibited by law. Please contact NCF if you have any questions. The Raffle is void where prohibited by law.
Raffle prize money is determined by the sale of the tickets, if less than 2000 tickets are sold the prize money will be 50% of the ticket sales proceeds, after 2000 tickets are sold the maximum prize will be $10,000.00. If you disagree with the rules you must request a refund within 24 hours of its purchase in order to be eligible to receive a refund of the purchase price. After 24 hours then you acknowledge and agree that: (i) you have read and understood the Official Rules; (ii) you agree to all of the Official Rules; and (iii) you will be irrevocably bound under the Official Rules. A copy of the Official Rules will be provided via U.S. Mail or electronic message upon written request. No ticket may be issued to anyone under the age of 18 years old. Drawing will be held Sunday August 8th.
BY ENTERING THE RAFFLE OR PARTICIPATING IN ANY DRAWING, EACH ENTRANT RELEASES NCF, ITS DIRECTORS, OFFICERS, EMPLOYEES AND AGENTS FROM ANY AND ALL LIABILITY FOR INJURIES, LOSSES OR DAMAGES OF ANY KIND (INCLUDING, WITHOUT LIMITATION, ATTORNEY’S FEES) CAUSED BY PARTICIPATING IN THE RAFFLE OR ANY DRAWING OR WINNING ANY PRIZE OR RESULTING FROM ACCEPTANCE, POSSESSION, USE OR MISUSE OF ANY PRIZE, AND EACH WINNER AGREES TO INDEMNIFY AND HOLD NCF HARMLESS FROM ANY AND ALL LOSSES, DAMAGES, RIGHTS, CLAIMS AND ACTIONS OF ANY KIND ARISING FROM, IN CONNECTION WITH, OR AS A RESULT OF PARTICIPATING IN THE RAFFLE OR ANY DRAWING OR THE WINNER’S ACCEPTANCE OR USE OF ANY PRIZE.
A RAFFLE ENTRANT’S SOLE AND EXCLUSIVE REMEDY FOR ANY CLAIM AGAINST NCF ARISING OUT OF THE SALE OF TICKETS OR THE CONDUCT OF THE RAFFLE OR ANY PARTICIPATION IN A DRAWING SHALL BE LIMITED TO THE RETURN OF THE
PURCHASE PRICE PAID FOR HIS OR HER TICKET. IN NO EVENT SHALL NCF, ITS
DIRECTORS, OFFICERS, EMPLOYEES, AGENTS OR REPRESENTATIVES BE LIABLE TO ANY PARTY FOR ANY LOSS OR INJURIES TO EARNINGS, PROFITS OR GOODWILL, OR FOR ANY INCIDENTAL, SPECIAL, PUNITIVE OR CONSEQUENTIAL DAMAGES OF ANY PERSON OR ENTITY WHETHER ARISING IN CONTRACT, TORT OR OTHERWISE, EVEN IF ADVISED OF THE POSSIBILITY OF SUCH DAMAGES.
ANY CONTROVERSY OR CLAIM ARISING OUT OF OR RELATING TO THE RAFFLE, ANY DRAWING OR THESE OFFICIAL RULES SHALL BE SETTLED BY BINDING ARBITRATION
ADMINISTERED BY THE AMERICAN ARBITRATION ASSOCIATION (PURSUANT TO ITS EXPEDITED PROCEDURES) UNDER ITS COMMERCIAL ARBITRATION RULES AND CONDUCTED IN NORTHBROOK, ILLINOIS, AND JUDGMENT ON THE AWARD RENDERED BY THE ARBITRATOR MAY BE ENTERED IN ANY COURT HAVING JURISDICTION THEREOF.
Cancellation/Termination: By purchasing a Ticket or otherwise choosing to participate in any Drawing, each Ticketholder acknowledges and agrees that NCF has the right, in its sole discretion, to elect not to proceed with the Raffle or any Drawing for any reason whatsoever or for no reason, and in such event, a Ticketholder's sole and exclusive remedy shall be to receive a refund of the full price paid by such holder or participant for each Ticket purchased, without interest.
Registration with the State of Illinois: NCF has registered with the Village of Northbrook, Village Clerk’s Office, by the issuance of a Raffle License. The registration is available from the Village of Northbrook Village Clerk by contacting their office at 847-272-5050 or visiting in person at 1225 Cedar Lane, Northbrook, IL 60062.
